Duties & Responsibilities
Oversee operations of the SETS Development Fund
Create and revise policies for energy infrastructure development financing, including SETS financing, as needed
Develop energy infrastructure projects that make use of finance tools, including loans, bonds, direct finance and guarantees
Ensure that the SETS Fund is sound, appropriately diversified and that loans, bonds, and guarantees issued meet statutory criteria and are financially appropriate on a project-by-project basis as well as an overall portfolio basis
Work in conjunction with the Commercial Finance Division on loan participations that involve energy projects and energy efficiency as well as technical staff to analyze the viability of proposed energy projects to be funded under SETS program and other programs
Provide review of financial modeling, financial analysis, and valuation for development and financing of energy projects
Assist in preparing analy! sis, commentary and presentation material for presenting project information to Board and present listed information to the Board
Manage energy loan participation program
Work closely and collaboratively with personnel on energy projects that involve both Authorities.
Work closely and collaboratively with personnel in other divisions on development and financing projects and road and other infrastructure as needed
Work closely with Attorney General's Office and outside counsel as applicable, in regards to preparation of energy loan and guarantee documents as well as with respect to any litigation involving direct energy loans made by the Authority
Make presentations on energy projects to the Legislature, other government entities and the public
Required Qualifications
Bachelor's degree in Finance, Economics, Engineering or related major
Combination of five (5) years of energy project development and economic development experience Financial experience including financial modeling and financial plan! ning and analysis
Experience in financial reporting and financial spreadsheets
Experience in strategic energy planning processes and experience in implementing strategic plans
Management experience
Preferred Qualifications
Master's degree in Finance, Economics, Engineering, law or related field preferred
