The Department of Natural Resources, Division of Mining, Land and Water is recruiting for a full-time permanent Natural Resource Manager III. Serving as the Southcentral Regional Manager for the Land Section, this position manages approximately 40 staff with 4 direct reports, consisting mostly of adjudicators that process land and resource authorizations and conduct land stewardship activities. With a land and resource base that is larger than many s! tates, there is a need for an effective manager to guide staff! decisions authorizing the appropriate use and development of these lands. The southcentral region of the state, stretching from the Cordova to the tip of the Aleutians and north to the Alaska Range, is the largest and most populated area of the state.

As the local representative of the division in the southcentral region of the state, this job will require active networking and communication with public agencies, boroughs, cities, native corporations, interest group leaders, and the general public. The incumbent needs to have or acquire a thorough knowledge of the Alaskan geography, industries, culture, and special interests in order to appropriately respond to the variety of issues and requests presented by the public. Because of the vast array of authorizations issued by this office, the manager will need to have or acquire a thorough knowledge of applicable statutes, regulations, policy, attorney general opinions, and case law.

In this area of the st! ate, diverse issues will range from high dollar value resource extraction activities and power projects to personal driveway easements or commercial docks. This office manages the use of the state land and resources on both uplands and submerged land. Alaska is still a young state and thus there are plenty of decisions that are essentially breaking new ground in land and resource management. This position must ensure that this office produces many of the authorizations that are critical to the economic development and health of this State while appropriately protecting the environment.

The position is located in Anchorage, which is a great place to live, having the benefits of a city but centered in the midst of readily accessible opportunities for outdoor pursuits.

As the Southcentral Regional Manager, the incumbent’s key responsibilities will include:

  • Provides supervision and management of the Southcentral Region Land Section staff in a ! variety of land and resource management programs.
  • As a member ! of the division’s senior management team, assist in developing policy and guidance for staff.
  • Use good fiscal management to develop and maintain an operating budget.
  • Coordinate management efforts with a variety of agencies and political subdivisions of the state.
  • Communicate with and respond to a variety of request from communities, boroughs, native corporations, industry representatives, special interest groups, the legislature, and the general public.
  • Help guide and create staff efficiencies through a variety of efforts.

Minimum Qualifications:

One year of managerial or second advanced professional experience in natural resource management. The required experience includes work such as a Natural Resource Specialist IV, Natural Resource Manager II, Agronomist III, Geologist IV, Hydrologist III, Park Superintendent, or Environmental Conservation Manager I with the State of Alaska or the equivalent with another employer.

OR:
Two years of advanced professional or supervisory level experience in natural resource management. The required experience includes work such as a Natural Resource Manager I, Natural Resource Spe! cialist III, or Environmental Specialist III with the State of Alaska o! r the equivalent with another employer.

OR:
A Ph.D. in natural resources field (such as forestry, geology, agronomy, and hydrology), public administration, business administration, planning, or economics, or a juris doctor (J.D.)
AND
One year of advanced professional or supervisory experience in natural resource management. The required experience includes work such as a Natural Resource Manager I, Natural Resource Specialist III, or Environmental Specialist III with the State of Alaska or the equivalent with another employer.

Special Note:
For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources of the state. Experience or education in natural resource management means involvement in the above resources exclusively. Those with e! xperience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable under the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
