Working Hours: 8:15 a.m. - 5:00 p.m. (Monday - Friday)
Salary: GS 11: $62,703.00 - $81,511.00
GS 12: $75,156.00 - $97,701.00
Some travel may be required.
If the selectee is not an on-board FBI Financial Analyst or Forensic Accountant, the selectee approved for hire will be required to attend a mandatory six-week Forensic Accountant Core Training Session (FACTS) held at the FBI academy in Quantico, Virginia. Once dates are established, employees will be notified in advance.
Selectee must be willing to sign a mobility agreement.

DUTIES:
GS-11:
- Conducts forensic analysis of financial data associated with FBI jurisdictional violations with concurrence of case agents and attorneys.
- Provides knowledge of accounting and financial practices, securities, banking laws and systems, conventional and non-conventional financial institutions, and profit and non-profit national and international profit and non-profit businesses.
- Compiles detailed financial findings and conclusions to prepare forensic accounting reports. Assists in subpoena preparation to obtain financial records and provides input for search warrants and indictments. Testifies as an expert witness in criminal proceedings.
- Leverages technology to analyze a variety of financial transactions and other corporate, business and financial processes, associations, and record-keeping systems.
- Develops new forensic accounting techniques and workpapers. Establishes appropriate contacts in law enforcement, private industry and other government agencies to share best practices.
- Serves as an expert forensic accountant in the identification, examination and analysis of financial data. Coordinates the examination of financial aspects of the investigation in cooperation with case agents, prosecuting attorneys and others.
- Provides expertise with regard to accounting and financial practices, security, banking laws and systems, conventional and non-conventional financial institutions, and profit and non-profit businesses.
- Compiles detailed financial findings and conclusions to prepare forensic accounting reports. Assists in subpoena preparation to obtain financial records and provides input for search warrants and indictments. Testifies as an expert witness in criminal proceedings.
- Leverages technology to review and interpret a vast number and variety of financial transactions and other corporate, business and financial processes, associations and record-keeping systems.
- Develops new forensic accounting techniques and workpapers. Participates in joint investigations with other law enforcement agencies. Provides guidance to other agencies regarding financial investigations.
- Mentors inexperienced forensic accountants and financial analysts. Provides instruction on forensic accounting topics.
SPECIALIZED EXPERIENCE: In addition to the basic requirements listed above, applicants must also meet the specialized experience requirement as described below:
GS 11: Applicants must possess one (1) year of specialized experience equivalent to the GS-09 grade level. Specialized experience is:
- Conducted forensic accounting of financial records related to investigations.
- Assessed unusual financial pathways and associations of financial transactions.
- Prepared accounting reports and communications through detailed analysis of financial findings and conclusions.
- Utilized computer software and hardware for gathering and analyzing financial information.
- Established appropriate contacts with other individuals, e.g. investigators and other law enforcement officials in order to obtain information and to coordinate findings.
- Conducted forensic accounting of financial records related to investigations.
- Provided the financial profile of individuals identified in the participation of suspicious financial activity.
- Unraveled various techniques used to move funds and shield illegal activity.
- Prepared various workpapers, communications, and detailed forensic accounting reports containing financial findings and conclusions.
- Utilized computer software and hardware for gathering and analyzing financial information.
- Established appropriate contacts with other individuals, e.g. investigators and other law enforcement officials in order to obtain information and to coordinate findings.
- Mentored and provided instruction to inexperienced forensic accountants and/or financial analysts.
BASIC REQUIREMENTS: ALL APPLICANTS MUST MEET THE BASIC REQUIREMENTS BELOW:
A. Degree in accounting; or degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written exam;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education may be substituted for specialized experience as outlined below:
GS 11: Applicant must have completed three (3) full academic years of progressively higher level graduate education OR possess a Ph.D. OR equivalent doctoral degree.
GS 12: Education may not be substituted for specialized experience at this level. All degrees must be from accredited colleges or universities.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
