The incumbent will serve as a Veterans Service Representative (Authorizer) within the veterans Benefits Administration (VBA), Office of
Compensation Service. The Incumbent of this position will adjudicate claims authorize payments, and input data necessary to generate the
award and notification letter to the veteran describing the decision and the reason for it. Specific duties are as follows:
- Serve as an Authorizer reviewing all required work of other Veterans Service Representatives when a second signature is required.
- Review and approves work for technical accuracy, clarity, thoroughness, and sensitivity of notification.
- Ensure that notices of decisions are prepared within an empathic tone and are complete and phrased in terms that the claimant can
- Makes administrative decisions and special determinations relating to qualifying military service, character of discharge, domestic
Code, related attorney fees, administrative error, and fraud.
- Authorizes administrative decisions made by other Veterans Service Representatives including character of discharge, line of duty, or
Work Schedule: Standard 5 day, 8 hour, full time (40 hours a week) schedule; actual times to be determined.

Promotion Potential: This position is being announced at the full performance level (GS-11) and has no known promotion potential. To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 01/31/2018.
MINIMUM QUALIFICATIONS: To be found qualified you must meet one of the minimum qualification categories below:
1. One year of specialized experience equivalent to the GS-10 level in the Federal service which has equipped you with the particular knowledge,
skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as:
- Comprehensive experience applying federal, state, and local laws regarding benefit programs;
- Conducting interviews to evaluate eligibility for benefits and services;
- Evaluating supporting evidence to determine eligibility leading to entitlement of awarding of benefit; and/or
- Applying state laws pertaining to conservator ship and estate administration.

3. Combination of Education and Experience. Only education beyond the first 36 hours of graduate study may be used to combine with
experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education
beyond two years, by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. A transcript must be submitted
with your application if you are basing all or part of your qualifications on education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps
build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying of lightweight items (i.e.
folders, claims files).
Grade Requirement: To receive CTAP selection priority, you must apply for a vacancy at or below your current grade level. This position may have no promotion potential greater than your current position. The following documents are required:
