The primary purpose of this position is to administer appointing and associated authorities on behalf of the Commander; to provide comprehensive advice on the full range of human resource management functions to the Commander, key managers, and supervisors; to integrate the program objectives of civilian personnel administration with allied and related programs; to manage the office and direct the staff of the civilian personnel flight.
Integrates the objectives and requirements of civilian human resource management with allied and related programs which include but are not limited to finance and budget, manpower and organization, safety, security, staff judge advocate, EEO complaints and resolution, and mobilization planning.
Supervises the staff of the civilian personnel flight.
Prepares budget requirements and ex! ecutes the CPF budget which includes such items as travel, per diem, supplies, and equipment.

SPECIALIZED EXPERIENCE
: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include
the administrative activities of a command level or equivalent, in shaping or improving the structure, effectiveness, efficiency, and/or productivity of the commands policies and procedures relating to Recruitment, Placement, Staffing, Employee and Labor Relations, etc.; advising management officials on issues relating to HR programs and policies; acting as a senior consultant for a comma! nd or equivalent, in designing and planning a future workforce that is ! responsive to dynamic changes in mission and business practices; developing and implementing a command-wide policy on workforce downsizing and reshaping; collaborating with and leading management in employing change management process concepts and techniques such as strategic planning and workforce development; and/or interpreting complex legislative, regulatory, and policy guidance to prepare study recommendations for top management officials at command-level or equivalent.

(TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13
or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the bas! is of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the laws, rules, and regulations governing federal civilian personnel management.
Knowledge of civilian pay budget policies and procedures.
Skill in analyzing a wide variety of work force data to provide recommendations for improving the human resource management program.
Skill in written and oral communications to present issues and recommendations.
Ability to lead, manage, and supervise a large size staff.
Ability to manage a human resources office (e.g., budgeting, space management, safety, etc.).

:
Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
ADDITIONAL CONDITIONS OF EMPLOYMENT
:
T! his position meets the supervisory exemption criteria of the Fair Labor! Standards Act.
May be required to travel by military and/or civilian aircraft in the performance of official duties.
May be required to work overtime.
This is a KEY position.
Position requires a SECRET clearance.
