Analyst Programmer IV

Location: Anchorage, Alaska

The State of Alaska, Department of Revenue (DOR), Child Support Services Division (CSSD) is seeking a highly motivated, dynamic individual who will be able to support our web and client/server business applic! ations. This position is located in Anchorage and is open to Alaska Residents Only .
The individual selected for this position independently performs systems analysis and design work on highly complex applications. The applications run on web, client/server and mainframe platforms. The position is the Division expert in web design and JAVA and C# programming. In addition, the position defines functions and assigns tasks to an Analyst/Programmer III and reviews and evaluates progress and completion of those assigned tasks. The Child Support applications are used by Alaska Child Support case workers, Child Support clients and associated case parties, Department of Law, Court employees and judges, and other US states Child Support case workers.

The individual selected for this position will be working in a highly automated environment including: mainframe case management system; automated receipting of child support payments; web and client/server applications; do! cument scanning and indexing of all incoming case documents an! d historical case documents; and storing over 12 million document images in a Content Management system.
The incumbent is responsible for performing analysis and detailed program design; coding business applications, the majority of those being assigned to this position are written, or will be written, in Java and C#; testing and deploying business applications; testing new equipment related to application deployments; debugging and enhancing production applications; providing training; acting as technical lead to an Analyst/Programmer III position who also does web and client/server development, and other support tasks required by the CSSD applications. The incumbent is assigned large complex tasks and is responsible for systems development, conversions and redesign projects.

Key responsibilities include:
Designing, implementing and maintaining web applications for employee and public access

Designing, implementing and maintaining client/se! rver applications for employee access

Designing and developing interface routines with other applications and hardware (such as mid tier, mainframe, myAlaska and Content Management system, etc)

SQL server database administration and maintenance

The creation and maintenance of CSSD standards and work flows for development, security and data management issues

Maintenance and management of the CSSD application web sites and client/server environments

Defining functions and assigning tasks to an Analyst/Programmer III

Working with other CSSD Analyst/Programmers on special projects as needed
The successful candidate will possess the following Knowledge, Skills, Abilities, and Experience ( These "Desired Traits" must be documented in your cover letter ):

Experience creating and maintaining enterprise level web and client/server applications

Experience leading a! n IT project from conception to completion

Technologies presently used in the delivery of the CSSD web, client/server and mainframe applications include (Document your experience with the listed technologies in your cover letter):

Java, C#, JavaScript, XML, CSS, HTML, .NET remoting and Office automation

Mainframe: CICS, JCL, ADABAS and NATURAL

Database: MS SQL and ADABAS

EntireX middleware for storage and retrieval of mainframe ADABAS data from a web or client/server application

Presentation layer: Faces, Wicket and WinForms

Service layer: Spring

Data layer: Hibernate

Minimum Qualifications:
Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, micro! computer or computer information management support specialty.

Substitution:
A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.
