Oversee all phases of design, planning, organizing, managing, marketing, prioritizing, executing, reviewing, and evaluating the programs.

Provide technical and administrative supervision to subordinates (full-time and collateral).

Advise and provide counsel to employees regarding policies, procedures, and directives of management

.

Interview and

s

elect candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

·

Develop, implement and monitor Equal Opportunity (EO) policies for the Wing Commander ! and effectively communicates the policies to all assigned Air Force employees/managers and applicable supported components (civilian and military).

Ensure EO supplemental policy guidance is developed and issued in a timely manner.

·

Manage development, monitoring, and execution of multidisciplinary and detailed affirmative employment plans.

Evaluate reports and accomplishments, workforce climate surveys, and act on reasonable accommodation requests based on disability, EEO training and education, and various special studies, regarding the Army per joint base Memorandum of Agreement (MOA).

·

Implement a comprehensive and effective installation

Alternate Dispute Resolution (ADR)

plan which advocates the use of ADR as the primary conflict resolution option used in conflicts [workplace disputes, unfair labor practices (ULPs), EO complaints]; coordinate with Staff Judge Advocate office, Civilian Personnel ! Flight and local union officials prior to implementation.

SPECIALIZED EXPERIENCE

: At least o

ne year of specialized experience

equivalent to the GS-12 level in federal service

which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position of Equal Employment Manager.

Specialized experience is experience gained while

developing, administering, evaluating or advising on the Federal GovernmentÂ's internal equal employment opportunity programs and exercising compliance and enforcement skills; administrative, management and consulting skills and! knowledge of Federal personnel administration.

Federal Time-In-Grade (TIG)

Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DoD, Air Force, MAJCO! M, Army, federal law, executive orders, and local directives pertaining! to EO programs.

2. Knowledge and general understanding of Air Force organizational and federal personnel structure and functions.

3. Knowledge and practical understanding of organizational and human relations behavior.

Ability to gather facts and use non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions.

5. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE

: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

OTHER SIGNIFICANT FACTS:

Must possess or be able to obtain a secret security clearance.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Incum! bent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., which pertain to the EO office.

Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP) within the period specified by the employer when hired.

·

Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training, and maintain certification through annual refresher training.

·

This position may be delegated the authority to accept and dismiss complaints.

·

Incumbent must attend and successfully complete iComplaints, Business Objects, and MD-715 Reporter systems training as soon as provided by employer when hired (unless already completed).
