You will resolve legal and factual problems with wide latitude for the exercise of independent judgment. Advise and assist in the negotiation and preparation of contracts, intergovernmental and labor agreements and other legal documents. Handle varied litigation, contracts, agreements, claims and issues which have monetary and substantive impact on national defense, relations with state and local government agencies, public and private interests, and agency operations and authority; in many cases the effect on the parties involved can be far reaching or the Government's standing, can be irreparably compromised. Some issues have few or conflicting precedents to be inte! rpreted. Decisions form the basis and justification for Garris! on policy, conduct of litigation by Department of Justice, settlement of claims for and against the government and, government procurements. Some decisions use legal theory and analysis when no legal precedents exist. Decisions concern sensitive, legally privileged and classified matters, significant legal precedents and matters of public concern (e.g., environmental, government information, labor relations, equal opportunity issues, and integrity of government procurements) which can have economic, social and political impact. Seek to prevent avoidable litigation. Maintain liaison with the local bar and its associations to inform them of Garrison policies and procedures and legal functions, in turn advising the Garrison of local legal developments. Advise Commander and key personnel on questionsof substantive and remedial law or administrative policy affecting Garrison operations and concerning contacts with foreign, federal, state and local government entities, industry, ! and the general public. Answer questions on regulatory, administrative, criminal, and civil law, including questions covered by interpretations of the Comptroller General and other legal authority. Render some decisions using legal theory and analysis when no legal precedents exist. Decisions form the basis for Garrison policy, justification for the conduct of litigation on behalf of the Garrison by Department of Justice, settlement of claims for and against the government and procurement solicitations, awards and enforcement. QUALIFICATIONS REQUIRED:

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.

KSA's:
1. Knowledge, professional experience, legal research background, and expertise with case analysis, witness interviewing, case preparation, and case lit! igation involving civilian personnel law, employment discrimination law! , and federal labor law. 2. Knowledge, professional experience, legal research background, and expertise in government contract law, federal appropriations law, and government acquisitions. 3. Knowledge, professional experience, legal research background, and expertise of Alaska state laws, federal laws and regulations, and Department of Defense and Department of Army policies and procedures related to environmental law. 4. Ability to provide representation before courts of law and administrative agencies and boards ( e.g. Merit Systems Protection Board, the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, etc.). 5. Knowledge of Army installation/garrison operations and ability to effectively communicate with installation leadership, with multiple, employee supervisory channels, and with multiple agencies. 6. Skill in oral communication with emphasis involving complex factual and legal issues and ability to write clear and concise legal docume! nts.

VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, Application for 10-Point Veteran Preference, and supporting documentation required for the specific type of preference claimed. TIME IN! GRADE REQUIREMENTS: If currently employed as an attorney by the Fe! deral Government you must have completed 1 year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration:

• Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

• Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

• Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation fro! m an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
