Job Posting Summary
The detective/police officer position serves 2 critical functions within the department. Percentage of time spent conducting investigations versus time spent on active patrol or performing other duties of a police officer will determined by the Chief and/or Deputy Chief based on the current primary needs of the department at any given time. There may be times when the incumbent will perform mainly police officer duties potentially for weeks, or even months at a time, likewise, the incumbent may go for weeks or months without performing police officer duties. As a successful member of the UPD team, the incumbent must demonstrate the flexibility, ability and willingness to perform the necessary duties of each of these functions and be able to transition between the two functions when called on to do so, sometimes with little advance notice.
Knowledge, skills and abilities required for this position.
This position requires astute observation skills, problem solving skills, and attention to detail. The incumbent must consistently demonstrate sound judgment on a day-to-day basis in a broad variety of situations including urgent or emergency situations, stressful and sometimes violent situations. Must be able to use various control tactics and possess effective skills to deescalate potentially violent situations and carry out appropriate arrest tactics. Must continually maintain community policing knowledge and techniques and be skilled in effective investigative and interview techniques. The incumbent must demonstrate a high degree of integrity and incite trust. The incumbent must also demonstrate flexibility and willingness to transition between the various functions of this position.
The incumbent should possess advanced knowledge of Law Enforcement Techniques, to include gathering evidence, interviewing witnesses, victims, and suspects in investigations. Be able to write detailed reports and present the findings to the District Attorney and must be skilled at testifying in criminal and civil hearings. Be able to perform all responsibilities effectively with minimal supervision.
Must be able to effectively communicate with people one-on-one, as well as in small group settings and when necessary to present training or safety/crime prevention workshops. Good communication skills and sound judgment are also necessary to effectively testify in court. Must also have sufficient written communication skills, to include appropriate spelling and grammar, and be able to produce effective, accurate incident and investigative reports. Incumbent must have strong computer skills to complete required documents and reports as well as input data. Must be able to create and utilize training materials such as PowerPoint slides.
Typical education or training required for this position (including licenses).
Must 21 years of age or older, be eligible for and acquire certification from the Alaska Police Standards Counsel (APSC) within one year of date of hire. The incumbent must have civilian police academy diploma, high school diploma or equivalent, valid Alaska state driver's license (within 30 days of hire). Current, valid First Aid, AED, CPR certifications are required at all times to save lives and to be a first responder to emergency calls.
Position requires knowledge of state and local laws and ordinances, state and Supreme Court case decisions, applicable university policies and procedures. Must be familiar with and adhere to current University of Alaska Anchorage Police Department Operation and Procedure Manual.
Length of time and type of experience required for this position.
Prior police experience. Basic law enforcement certificate after 1 year on the job.
Preferred knowledge, skills or abilities for this position.
Certificated civilian law enforcement officers, previous law enforcement experience, current certification from Alaska Police Standards Counsel (APSC) or equivalent (minimum of 400 hours of classroom training) and/or an Associate's Degree in related applicable field.
The applicant is preferred to have or be eligible for an intermediate certificate issued by the Alaska Police Standards Council and have a minimum of five years law enforcement experience with one year of that being with the University of Alaska Anchorage Police Department. Prior experience as an investigator is also preferred.

Must be able to lift a person (175 pounds) to safety and move other heavy objects when necessary for safety purposes. Applicant must be physically fit and able to perform daily job requirements of patrolling on foot, by car and by bike, and running stairs and policing various campus areas.
Applicant must possess sufficient physical, mental and emotional condition, as determined by medical and physiological examinations as well as computer voice stress analysis (CVSA) examination and drug tests. These tests and satisfactory results are on-going requirements necessary to perform the essential functions of the position of police officer.
Incumbent must initially demonstrate appropriate skill level of lethal and less than lethal weapons (OC spray, taser, baton, handgun, shotgun, and rifle); via qualification testing with satisfactory results, as administered by the University of Alaska Anchorage Police Department. Thereafter the incumbent must maintain skill level and undergo routine retesting at scheduled intervals and must continue to qualify with satisfactory results. Incumbent must also possess excellent emergency vehicle driving skills; defensive tactics, and arrest control tactics; effective verbal communication skills and the ability to deescalate potentially violent situations.
The required physical and mental abilities of this position are necessary to perform the essential functions successfully. Duty:

There may be times when the incumbent will perform mainly police officer duties potentially for weeks, or even months at a time, likewise, the incumbent may go for weeks or months without performing police officer duties. As a successful member of the UPD team, the incumbent must demonstrate the flexibility, ability and willingness to perform the necessary duties of each of these functions and be able to transition between the two functions when called on to do so, sometimes with little advance notice.
This position serves as the primary resource for conducting criminal investigations by means of various methods including gathering evidence, interviewing victims, suspects, and witnesses. The incumbent must write detailed reports, testify in court and judicial hearings, both civil and criminal. The incumbent will also provide guidance and follow up on cases for fellow officers and conduct investigations on University master as assigned. These cases include, but are not limited to thefts, computer crimes, fraud, embezzlement, underage drinking, DUI, domestic violence, assaults and sexual assaults. The detective must write effective and comprehensive investigative and incident reports in a timely manner. The incumbent must be skilled, effective, and prepared to testify in court when necessary.
The detective is responsible for completing investigations in a timely manner and will inform the chief or command staff of the progress of these investigations on a regular, timely basis. The incumbent will have access to law enforcement sensitive databases and will only use these databases for valid law enforcement purposes and will be subject to random audits by the Chief of Police or command staff with no advance notice.
When performing functions only as a detective the incumbent may work in plain clothes in accordance with the University of Alaska Anchorage Police Department's Operating Procedures, but must wear a patrol uniform when assigned to regular patrol duties or at the discretion of the command staff. At times, as the detective the incumbent may be called on to respond to the University on his/her days off or at odd hours and the detective will be required to follow department policy and wear proper attire when responding.
As a police officer the incumbent must also detect crimes through active patrols; explain and enforce applicable federal, state and municipal laws and university rules and regulations; mediate disputes. Respond to emergencies calls for service, disturbances, minor consuming parties, and domestic violence; conduct interviews and searches; observe and take appropriate action on suspicious activities; and detain and arrest suspects.
This position will enforce State of Alaska and Municipality of Anchorage laws and ordinances, and University of Alaska Anchorage rules and regulations. This position requires knowledge of state and local laws, state and Supreme Court case decisions, university policies and procedures, people skills, communication skills, strong computer skills, arrest techniques skills, problem solving skills, and good judgment.
Protect life as a first responder to emergency incidents, both medical and violent crisis. Requires emergency medical skills (First Aid, CPR, and AED), police defensive tactics, use of firearms (handgun, shotgun, and rifle); use of less than lethal weapons (OC spray, tasers, and batons), physical control methods, problem solving skills, and good judgment.
Provide convenient services to UAA staff and students (safety escort on campus, vehicles unlocks and jump starts, safety checks of rooms and buildings, and welfare checks on people.); Maintain security for the university through regular/daily building checks; active patrols (foot, bicycle, and vehicle) of all the university property (dorms, apartments, storage areas, buildings, and businesses), both on and off campus; and nightly lock-up of campus buildings. Conduct periodic safety/crime prevention presentations to the general public. The incumbent will be assigned to serve on committees, give presentations, conduct background checks, fingerprint students, staff, and faculty, conduct daily escorts of University property, assist patrol as needed, and other duties assigned by the command staff.
Maintain professional and technical knowledge by studying applicable federal, state and local laws, and University rules and regulations; attending department training, educational workshops, and review professional publications. Maintain skill level of both lethal and less than lethal weapons and complete required department testing with satisfactory results. Maintain annual certification of first aid, CPR, and AEDs.
