Job Description:
Would you like to participate in executive management of the DNR Survey Section? Would you enjoy managing the Survey Contracting & Land Disposal Unit? Do you enjoy the challenge of determining what to do in unusual, difficult situations for which there is often no right answer? Would you enjoy being the go to person, making decisions for a staff of professionals? This position and the Section Chief comprise the senior management team of the DNR Survey Section. The section has 19 positions, 13 of which require registration as a professional land surveyor. Two distinct functions of this position are: work with the Section Chief in management of the section which administers about nine surveying programs statewide and; manage the Survey Contracting & Land Disposal Support Unit. Survey Section programs include Riparian & Coastal Boundary, Unorganized Borough, Land Survey Contracting, Land Disposal Support, Survey Oversite of DNR lands, Title Defense, Oil & Gas support, Attorney generals Office support, and GIS survey database. Survey Contracting & Land Disposal Support Unit is the largest of four units within the section. Having a staff of seven, this position serves as the Contracting Officer administering about 12 land surveying contracts funded by the department annually. Land disposal support staff administers new DNR Land Disposal Survey Projects which are typically subdivisions of state land or Remote Recreational Cabin Site stake it yourself areas.

Key responsibilities include, but are not limited to:

  • Coordinates closely with the Section Chief to develop policy, provide legislative response, coordinate controversial correspondence, and guide the overall program development. Position functions as senior advisory position to the Section Chief, Commissioners or Directors office, responding to sensitive, complicated and controversial survey and boundary matters such as claims, protests and appeals and preparing position papers, fiscal notes or proposed legislation. This position makes policy recommendations to achieve program objectives, and resolve survey related issues.
  • Participates with Section Chief for all planning, supervision, and direction of a departments statewide program of surveying and mapping of lands; managing and administering the activities of the departments statewide land survey organization.
  • Develops survey mapping and boundary policy, and performs special projects as a principal assistant or advisor to the Section Chief. -Makes recommendations concerning statewide surveying administrative policy and procedures and responds to public inquiries and complaints concerning matters that cannot be dealt with at lower levels.-Develops procedures, rules, regulations, work standards and internal policies; performs technical review of staff work to ensure adherence to regulations and agency policies. -In conjunction with the Section Chief, initiates legislation and develops regulations for procedures which affect the department land surveying programs and mandates or which pertain to the general practice of land surveying within the State of Alaska.
  • Review and recommend approval of surveys executed on state lands, and private lands in the Unorganized Borough. -Provides support to Attorney Generals Office and serves as expert witness for surveying and boundary issues. -Has responsibility and authority for hiring, promoting, transferring, suspending, discharging and adjudicating the grievances of subordinate staff. Delegates program responsibility to subordinates, determines training needs; sets goals and objectives; approves promotions, disciplinary actions, dismissals and other supervisory decisions.
  • Interagency Liaison - liaison with, and coordinate State Cadastral/Coastal surveying and mapping needs with other State and Federal agencies. Participates in interagency meetings or conferences as an authority in specialty area to plan cooperative activities and devise concerted approaches to problems. Work directly with BLM Alaska State Office in the coordination of BLM Cadastral Surveys of State Selected lands in order for transfer into State ownership. Develop cooperative agreements with various Federal agencies for various surveying and mapping activities statewide. Personal contacts are executive level professional surveying, engineering and legal experts of the Federal agencies, State, local governments and private industry.
Desirable strengths for this job:
Strong written and oral communication skills to communicate with professional surveyors and laymen regarding technical survey related issues. Thorough knowledge of all phases of surveying and mapping, basic laws, court decisions, federal and State regulations, and established procedures involved in performing or reviewing surveys. Certification as a Certified Federal Surveyor (CFedS). Thorough knowledge of land ownership, surveying and mapping laws, and regulations affecting surveys and boundaries as applied in the State of Alaska. Thorough knowledge of land records, legal land descriptions, coordinate systems, and rectangular survey systems (federal and State). Considerable knowledge of project management, such as documentation, survey and inspection requirements, public relations, contractor relations, and employee relations. Considerable knowledge of legal aspects of real property, rules of evidence and their application to property ownership problems, and adverse possession.Working knowledge of personnel management and supervision. Approve work plans of all subordinate functions and monitor work in progress. Revise priorities based on agency or public need. Ability to plan, direct, and coordinate the work of others. Ability to analyze and resolve administrative problems.Ability to compile budget estimates, prepare routine budget reports, and monitor expenditures. Ability to supervise complex and difficult surveys. Ability to train and evaluate the work of lower-level staff. Registration as a Professional Land Surveyor in Alaska is required for appointment to this job class. Applicants registered in another state may apply, but appointment is conditional upon receiving Alaskan registration as a Professional Land Surveyor.
