Location: Anchorage, Alaska

For detail informations about this vacancy opportunity kindly read the description below. This position is one of three engineering staff in the Department's Anchorage office. The primary function of this position is to effectively regulate activities related to public drinking water systems by application of civil, environmental, and sanitary engineering theories, concepts, principles, and practices. Project assignments are varied and related to design, construction, and operation of public drinking water systems, including the prevention, abatement, and remediation of adverse public health and environmental impacts.

The primary duty of this position is to review engineering plans, specifications and record drawings pertaining to public drinking water systems in the South-Central, Alaska Peninsula, South-Western, North Slope and Pipeline Corridor program areas to determine compliance with the applicable provisions of the State's Drinking Water Regulations, 18 AAC 80. The employee will evaluate water sources to determine whether they are surface water, true ground water, or groundwater under the direct influence of surface water (GWUDISW), and will review separation distance waiver requests to assure that lesser distances are protective of public health and the environment.

Other duties include:Providing guidance and technical assistance to private citizens, contractors, developers, professional engineers, other State agency representatives, local government representatives, and attorneys regarding:

the State Drinking Water Regulations;

the design, operation, and maintenance of public drinking water systems;

water treatment technologies, and;

separation distance waiver requirements.

Conducting site visits to perform engineering inspections of drinking water systems. These inspections serve to determine compliance with the State’s Drinking Water Regulations by evaluating:

source water protection;

adequacy of treatment, distribution systems and operation and maintenance practices;

existence of hazardous conditions such as cross-connections;

adequacy of financial and management capacity.

Investigating and responding to complaints received by the Department for drinking water issues involving public water systems. Enforcement actions may result from either such investigations or review of documents that show public water systems are not complying with the State’s Drinking Water Regulations.

Travel to public drinking water systems within the assigned program area to conduct site visits, sanitary surveys and status component inspections is an essential part of this position. Travel may be frequent and may last two to five days per trip. Travel may occur in small aircraft to remote locations with limited to non-existent accommodations.

Special Requirement: Engineer I, DEC positions require registration as a professional engineer (PE) by the State of Alaska. If you are registered as a professional engineer with a state other than Alaska, you must apply for and receive a State of Alaska registration within one year of appointment.

Minimum Qualifications:
Bachelor's degree from an accredited institution in environmental engineering or a related branch of engineering;

AND

Three years of engineering experience of which two years were equivalent to an Engineering Assistant II, DEC with the State of Alaska.

OR

Master's degree from an accredited institution in environmental engineering or a related branch of engineering;

AND

One year of engineering experience equivalent to an Engineering Assistant I, DEC with the State of Alaska.
