The Division of Behavioral Health is recruiting for a
Medi cal Assistance Administrator III in the
Medicaid Provider Assistance Services Section in our Anchorage office.

Under the general direction of the Medicaid Provider Section Manager, this position is responsible for effectively implementing the Alaska Medicaid program goals and objectives as they relate to both Alaska Behavioral Health Providers, Autism Services Providers and out of State Residential Psychiatric Treatment Facilities.

This position will work closely with providers and Division and Departmental staff to ensure compliance with State and Federal laws and regulations which will include providing regulatory guidance, fair hearing representation, writing policy guidance and clarification.

This position will also work as the Division's lead Medicaid Program Integrity and Quality Assurance Reviewer working closely with the Departments Program Integrity office as well as the Medicaid Fraud Control Unit with the Atto rney General's office.

The ideal candidate will possess the following knowledge, skills, abilities, and experience (KSAEs). Please respond to each of the following items in your cover letter:
  • Excellent knowledge of the regulatory process and how to read, interpret and apply regulations to business practices.
  • Experience in Fair Hearing representation including writing position statements that include all pertinent state statutes and regulations as well as Federal Code of Federal Regulations, then presenting the Division's position before an Administrative Hearing Officer.
  • Understanding of Medicaid Program Integrity and Quality Assurance practices and the ability to conduct both utilization reviews as well as clinical quality assurance reviews for Behavioral Health records.
  • Ability to translate regulatory language to lay terms to assist both recipients of services as well as providers.
  • Demonstrated ability to bui ld strong productive relationships with partners and coworkers.
  • Ability to communicate complex behavioral health program information to higher management and to external interests, both orally and in writing.
  • Excellent writing skills.

MINIMUM QUALIFICATIONS:

A Bachelor's degree or the equivalent from an accredited college in public health, health sciences, health education, nursing, medical social work, health services administration, public administration, business administration or a closely related field.
AND EITHER
1. One year of exp erience equivalent to a Medical Assistance Administrator II with the State of Alaska;
OR
2. One year leading/supervising on-site inspections and reviews of health care facilities and programs for compliance with licensing and certification requirements. This experience is equivalent to a Health Facility Surveyor II with the State of Alaska;
OR
3. One year of experience managing a health care program which includes Medicaid or medical assistance elements at a level comparable to Health Program Manager II with the State of Alaska.

Substitution: Additional technical/paraprofessional experience working with health care practices, services, delivery systems, terminology, financing, business practices and operations; or medical/public assistance program and eligibility requirements; or health care evaluation and processing may substitute for the education on a year-for-year basis.

Special Note:
Qualifying experience at eac h level in this series which would provide the needed knowledge of health care and medical assistance services, programs, delivery systems and/or business practices, terminology, operations, financing, etc. may be gained in a variety of situations under numerous working titles. Examples of such work experience would include any health care professional; health insurance claims processing supervisor or investigator; health educator, researcher or planner; and positions which determine and interpret health insurance policy coverage. Within the State of Alaska, job classes to consider would include Eligibility Technician II, Eligibility Quality Control Technician I, Public Assistance Analyst I, Health Program Associate, Health Program Manager I or Health and Social Services Planner I.

Some positions may require specialized training and background, such as a Registered Nurse.
