Responsible for the advising, consultation needs assessment, identification, research, development, design, writing, standardizat! ion, and publication of a variety of Learning and Development (L&D) interventions. Develops, and advises on the development of programs and courses that improve the organization’s overall workforce performance, with a focus on integrated L&D to include, but not limited to, blended and technology-based/enhanced L&D interventions. Leads the collection, management, and dissemination of L&D program(s) evaluation. Mentors L&D employees including direct report(s).

Works within a comprehensive L&D team structure. Gives and receives feedback and recommendations in alignment with Core Concepts philosophy and tools, as related to all areas of curriculum/instructional design, L&D evalua! tion, and technology-based/enhanced learning.
Supervises the day-to-day performance of the integrated and technology employees assigned.
- Oversees the delivery of services for the function supervised.
- Coordinates the activities and assigned tasks for all employees assigned.

- Manages the timely completion of all work assignments and the work of those supervised.
- Mentors in daily interactions with employees, with particular focus on their performance in the four workforce competencies.

Develops, maintains improves, and oversees systems and processes that support the collection, tracking, reporting, and application of L&D data through the DC’s Learning Management System (LMS). Understands and applie! s formal L&D evaluation principles and strategies to all L&D interventions.
Creates a comprehensive offering of professional development and performance improvement L&D solutions typically, though not solely, in the form of blended and/or technology-based/enhanced on a regular and consistent basis to improve overall organizational performance.
- Reviews existing L&D courses and programs to ensure they meet the organization’s current and future needs, as well as changing priorities.
- Designs a broad range of needs-based L&D solutions, with special focus on interventions that address workforce development, progression, and retention.
- Develops new L&D solutions, as related toâ€"and in alignment withâ€"the Strategic Plan, Development Center (DC) Annual Plan, and individual Action Plans.
- Researches industry best practices, benchmarks, and other resources (i.e., ASTD) and incorporates into all curriculum approaches, design, and exec! ution.
- Incorporates Adult Learning Theory and Principals into ! all curriculum approaches, design, and execution.
- Develops position-, program-, department-, and division-specific L&D curriculum, as well as related support materials (i.e., job aid).
- Develops, and/or supports the development of, L&D curriculum, as needed, for the Development Center’s Departments of Learning and special projects (i.e., Annual Learning Event, Leadership initiatives, etc.)

Provides consultation and advisory support for the DC L&D Team, with a sp! ecific focus on integration of technology to enhance and support L&D interventions and strategic application of L&D data.
- Updates L&D materials continually for currency(including curriculum, job aids, and other support documentation and resources), in order to improve organizational performance.
- Leads the DC in the development, analysis, and implementation of its Annual Workforce Learning Needs Assessment.
- Serves as curriculum mentor for organization’s SMEs, Department of Learning’s leads, and DC’s L&D team.
- Supports and consults with the L&D team, on curriculum needs assessment, research, creation, analysis and assessment, customization, evaluation, and improvement.
- Provides occasional training, as requested.
- Develops measurement and evaluation on the effectiveness of L&D curriculu! m and delivery provided, including pre- and post-assessments, surveys, ! and evaluations.
Ensures consistency in the classification and archiving of all curriculum, and metrics, and works closely with the DC Operations Team in its execution.
Uses basic office organization (to include basic administrative support skills such as reception, filing, use of office equipment, typing correspondence, etc.)
Uses computer skills (strong knowledge/skill of Learning Management Systems, curriculum authoring programs, database systems, with Microsoft Office Suite certificated preferred).
Uses documentation skills (to include learning and development, as well as metrics, documentation and related reporting).
Applies curriculum/instructional design skills (demonstrated ability to assess, research, develop, write, align, and publish a wide variety of L&D interventions via formal curriculum).
Uses project/program organization skills
Works a! nd makes decisions independently. Maintains quality, safety and infection control standards; and
Applies knowledge of 1974 Privacy Act is required since use of customer-owner record is an integral part of the position and privacy of individuals must be protected to the fullest.
QUALIFICATIONS:
SCF programs are established for the purpose of serving a primary population comprised of Alaska Natives who are affiliated with the Cook Inlet Region Inc. (CIRI), and Alaska Natives and American Indians within SCF’s geographical service area. Employees should have a thorough understanding of the cultures and the needs of the CIRI members, and of the general culture and needs of Alaska Natives and American Indians. Such knowledge is critical in order to ensure the achievement of the mission and vision of SCF: working together with the Native community to provide the best services with Native staff who value the family and family wellness as the heart of the N! ative community.
1. Master’s degree in training, adult instr! uctional design, adult education, human resources, technology-based learning, communication, organizational development, or related field; or equivalent combination of education, training and experience.
2. Three (3) years experience in the field of training and development and/or adult education. Specific experience in adult curriculum and/or instructional design and technology-based learning required.
3. Certificate by ASTD (American Society of Training and Development), or like industry-recognized organization, in Instructional and Advanced Instructional Design and Evaluation & Return On Investment or ability to obtain within one year.
