one full-time, long term, non-permanent Accountant III position
to serve in the Collections & Support Sectio! n (Collections Unit).
KEY RESPONSIBILITIES INCLUDE (but are not limited to):
Analyze and verify debtor receipts to determine the amount to be disbursed to restitution recipient(s).
Analyze overpaid accounts and determine, based on Collections Unit policies and procedures, if overpayment can be transferred to another account, the court system, or refunded to the debtor.
Processes overpayments in the database and update accounts. Prepare documentation for refund request.
Audit pre-conversion restitution accounts by verifying debtor payments and recipient disbursements, identifying database migration discrepancies, determining appropriate steps to reconcile account in current collections' database, and implementing steps in current database.
Investigate questionable data posted to debtor accounts.
Answer accounting procedure questions and, if necessary, research and interpret professional accounting resources such as the Yellowbook, Gene! rally Accepted Accounting Principles adopted by the AICPA, the! Alaska Administrative Manual, and other professional references as appropriate.
Make recommendations on how existing accounting processes and controls may be improved to better coordinate the need to balance receipts with payments and payments with court judgments.

Minimum Qualifications:
A bachelor’s degree from an accredited college in Accounting or Finance and either:
1) one year of journey professional-level accounting, budgeting, or financial management experience; or
2) two years of advanced technical-level accounting experience.
The required professional-level experience includes such work as analysis, preparation, or evaluation of financial records and reports; cash management; financial auditing; financial planning; tax planning and preparation; or accounting systems administration.
The required adva! nced technical-level accounting experience is met by service as an Acco! unting Technician III with the State of Alaska or the equivalent elsewhere.
Substitutions:
A bachelor’s degree from an accredited college that includes at least 15 semester/20 quarter hours in Accounting or Finance, of which at least 9 semester/12 quarter hours are upper-division coursework will substitute for the required degree.
Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or practical, responsible accounting or bookkeeping experience will substitute for the required degree if it includes at least 15 semester/20 quarter hours in Accounting or Finance, of which at least 3 semester/4 quarter hours are upper-division coursework.
A master’s degree in Accounting or Finance will substitute for the required year of journey professional-level accounting experience.
Certification as a Certified Public Accountant, Certified Management Accountant, Certified In! ternal Auditor, or Certified Government Financial Manager will substitute for the required degree and professional accounting experience.

“Upper-division coursework†means coursework that is specialized, in-depth and advanced. Such coursework emphasizes problem-solving, analytical thinking skills, and theoretical applications, with depth and rigor in a discipline’s theories and methods; specialization in a particular field or profession; refinement of general education; and/or development of specific intellectual and professional skills. Upper-division coursework is commonly identified in college catalogs as 300 level and higher.
“Practical, responsible experience†means active participation applying the practices and methods of a profession based on good judgment and sound thinking with personal accountability and reliability. Clerical experience is not considered practical, responsible experience.
