This position will mon! itor, analyze and summarize large and complex health care facility financial information such as Medicare Cost Reports, capital budgets, certificate of need documents, program audits, and audited financial statements in conjunction with applicable statutes, regulations, policies, contracts and agreements to compute, document and justify appropriate Medicaid payment rates.

This position will also conduct independent studies in such areas as allowable costs, projected services, utilization trends and industry direction for impact on the Alaska health care delivery system and the rate setting process. This position will work closely with a variety of state and federal personnel. It includes working closely with the Office of the Attorney General on a variety of appeals, including representing the agency in rate appeal hearings.

This position supervises six internal auditors. This requires directing, planning, organizing, supervising, monitoring, performing, a! nd coordinating Medicaid hospital and long-term care facility ! audit and rate setting projects. Responsibility also includes training and assigning employees to various work projects, such as facility-specific audits and Medicaid rate calculations. As a supervisor, this position will retain substantial responsibility for the exercise of independent judgment in personnel matters.

Minimum Qualifications:
A bachelor's degree from an accredited college in accounting, public administration, business administration or a closely related field, including or supplemented by 16 semester hours in accounting and three semester hours in auditing OR possession of a Certified Public Accountant Certificate.
AND
One year of professional experience performing the full range audit functions including examination of agency operation and either internal, management, fiscal or accounting controls. This level of work is equivalent to an Internal Auditor III with the State of Alaska.

Professional auditing or accounting experience will substitute for the bachelor's degree on a year-for-year basis, however, there is no substitute for the required accounting/auditing coursework.
