This recruitment is limited to current regular and partially exempt employees of the ACS and former employees who separated within! the last six months. A probationary employee must be continuously employed with the ACS for at least six months to compete in any internal recruitment process. An employee who separated in good standing within six months from the date of application, while holding a regular appointment in the ACS, may compete as an internal applicant. Exempt and temporary employees are not eligible to apply.
Effective July 1, 2013, the minimum starting salary will be $3,689.00 monthly.
The Alaska Court System (ACS) is recruiting for a Chief Deputy Clerk I in the Ketchikan Trial Courts. The selected applicant will participate in the management and supervision of the Clerk's Office, assist the Clerk of Court in planning, directing, and monitoring all non-judicial activities, serve as the primary trainer for in-court clerks, as acting manager in the Clerk of Court's absence, and as the primary supervisor for four deputy clerks. Regular job duties include: HUMAN RESOURCES MAN! AGEMENT
Directly supervise in-court clerks to include! training; research and respond to question from staff; monitor staff work flow;
Respond to complaints by parties or attorneys; ensure accurate and timely processing of caseloads in compliance with court rules, statutes, administrative bulletins, policies, and procedures;
Communicate with judges and the Clerk of Court to ensure that existing policies and procedures are adhered to consistently;
Prepare and conduct six-month performance evaluations; assist Clerk of Court in preparing position descriptions and in the recruiting, hiring, disciplining, counseling, training, and evaluating of clerical staff;
Monitor compliance with all required administrative and personnel rules and policies including accurate timesheets, leave policies, FMLA, and other personnel matters. TRIAL COURT MANAGEMENT
Assist Clerk of Court in providing professional and technical support and supervision of all functions of the clerk's office including accurate processing of all case; ! assure efficient caseflow management, jury management, courtroom management, front counter/customer service, and financial management;
Work closely with the Clerk of Court in drafting and implementing local practice, instruction materials, and case management materials;
Review statutes, legislation, rules, codes, policies, and procedures or proposed changes as requested by the Clerk of Court and apply them as required;
Share knowledge and train court employees on new procedures and polices as required; attend court conferences, teleconferences, and training sessions;
Participate in district-wide court projects aimed toward problem solving and improvement of the courts;
In the absence of the Clerk of Court, perform all duties of that position including full supervision of staff, work assignments, facility matters, and approve equipment and supply requests.
CHILD PROCEEDINGS AND APPEALS CLERK
Process children's cases; comply with requirements for t! racking CINA and DELQ cases; monitor compliance with statutes and rules! of court; prepare reports for ACA and Administrative Director as required;
Confer often with Department of Juvenile Justice and Office of Children's Services on cases to adhere with legal timelines;
Act as Appeals Clerk for Ketchikan Trial Courts; duties include initial acceptance or rejection of appeals filed in Superior Court; prepare local notices, tickle cases as required for review, and forward appeals to judge for decision;
Process notice of appeals received from Juneau Appeal Office by preparing local record on appeal to be sent to Juneau; provide all required materials and case record to regional appeals office within designated timelines.
OTHER DUTIES
Monitor court calendar and schedule in-court assignments; ensure coverage of court hearings; act as back-up calendar clerk; print and distribute daily calendar and notices; notify parties of changes or cancellations;
Assist in preparing annual budget for Ketchikan Trial Court for submissi! on to ACA; work with Clerk of Court to screen, recommend, and promote requests for supplies, equipment, and personnel to assure court resource needs are met;
Review and approve billing statements, including billings for out of town juror costs; forward to ACA or appropriate authority for payment or final approval;
Attend to such matters as may be assigned by the Clerk of Court, ACA, Presiding Judge, or other judges. This may include special projects, research, and other requests for information and assistance as needed.
Minimum Qualifications:
A high school diploma or General Educational Development (GED) certificate AND two years of technical or professional legal work experience AND the ability to type at least 40 words per minute.
OR
A bachelor’s degree from an accredited college AND the ability to type at least 40 words per minute.
