JOB SUMMARY Directs and administers the risk management and safety programs of the Consortium, on an enterprise basis, to address both the risks and opportunities facing the organization. REPRESENTATIVE DUTIES Establishes and administers a programmed approach to managing the diverse risks of the organization on an enterprise basis to ensure that ANTHC achieves its objectives and mission, prevents and reduces losses, provides value to stakeholders, meets ethical and fiduciary duties, and complies with relevant regulations and standards. Works with Consortium executive and division management, General Counsel, Chief Financial Officer, and with compliance, communications, facilities, human resource, quality, loss prevention/safety and strategic planning staff to identify risk programs and strategies to protect all assets of the organization, including patients, customers, visitors, employees, property, and the financial health of the organization. Conducts risk assessments to help leadership identify strategic, operational and economic risks facing the organization.

Performs physical site visits. Reviews organizational plans, financial reports, audits, reports, policies, procedures, contracts and agreements. Conducts due diligence evaluations of new ventures. Analyzes or “maps” risks in a programmed way to estimate the probability, frequency and severity of occurrence of specific outcomes.

Calls upon actuarial studies, benchmarks and other indices to quantify risk exposures. Recommends the best methods of treating risks, including loss prevention and control, risk financing, and risk transfer mechanisms. Manages the risk financing/insurance program for the Consortium. This includes identifying and quantifying loss exposures best treated by commercial insurance, and directing the Consortium’s insurance broker in soliciting bids from insurers for workers compensation, property, auto, general liability, professional liability, directors and officers, employment practices, fiduciary, crime, international liability and other risk areas.

Works closely with General Counsel in coordinating commercial insurance protection with the Consortium’s federal ISDEAA/FTCA protection. Directs the development and implementation of a comprehensive and integrated safety system designed to promote industry best practices throughout the Corporation. This responsibility includes oversight, coordination and operation of safety system. Directs the administration of claims for injury or damages filed against the Consortium.

Adjusts small property, auto and liability losses. Works closely with workers compensation adjusters and internal occupational safety and human resources staff on employee injury claims. Works closely with General Counsel, and with federal and consulting attorneys representing the Consortium on liability claims and suits, such as medical malpractice claims. Works closely with organizational development and information technology personnel to develop and implement a risk management information system (RMIS) for collecting and analyzing incidents, adverse events, claims and lawsuits.

Provides risk management and loss prevention program metrics and dashboard to identify trends and costs and measure the efficacy and improvement of the Consortium’s risk management program. Provides technical expertise and consultation to divisions and departments on their operational risk management and loss prevention/safety programs. Recommends strategies, corrective action and mitigation measures. Drafts and advises on policies and procedures to help mitigate risk exposures, and provides education and training programs on risk improvement.

Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff.

Implements corrective actions and conducts performance evaluations. Performs other duties as assigned. Required Skills Knowledge of business risk management methods and practices. Knowledge of risk transfer mechanism, including risk finance/insurance and contractual risk transfer.

Knowledge of the Alaska Tribal Health System, tribal law, and federal ISDEAA/FTCA protection. Knowledge of the operations of not for profit, health care, public health and construction operations. Knowledge of regulations governing health care organizations, including Medicare/Medicaid and insurance reimbursement, health care compliance, accreditation, licensing, and certification standards. Knowledge of claims administration, adjusting and management strategies.

Knowledge of loss prevention/control and asset protection strategies. Knowledge of worker’s compensation insurance and employee health/safety programs. Knowledge of federal reimbursement and grant program conditions and standards. Skill in preparing business risk management plans, strategies and programs.

Skill in identifying and analyzing risk/loss/opportunity exposure and developing action plans to manage risk. Skill in contact review and contractual risk transfer strategies. Skill in managing and administering a complex insurance program. Skill in directing a staff and working collaboratively with management, operations, compliance, quality, legal, finance and contracting staff.

Skill in administering, adjusting or managing claims, including property, auto, general liability, professional liability, and workers compensation claims. Skill in assessing complex situations and prioritizing multiple tasks, projects and demands, and effective project management. Skill in written and oral communication and interpersonal relationships. Skill in using critical thinking, analytical, and research skills to define and solve problems.

Skill in presenting information to committees, executive leadership, and board of directors. Skill in work relationship building, team building, and negotiating in a variety of situations. Skill in operating a personal computer utilizing a variety of software applications. Required Experience MINIMUM EDUCATION QUALIFICATION A Bachelor's degree in business, risk management, law, or a related field.

Progressively responsible professional/exempt related work experience, education, or training may be substituted on a yearforyear basis for college education. MINIMUM EXPERIENCE QUALIFICATION Nonsupervisory â€" Ten (10) years experience in a complex profit or notforprofit business setting, ideally in a health care, public health or construction environment; including five (5) years experience in risk management, risk prevention/risk control, risk analysis, insurance, claims management, or safety or loss engineering, with progressive achievement. Related work experience, education, or training may be substituted for experience. MINIMUM CERTIFICATION QUALIFICATION Associate in Risk Management (ARM), Certified Risk Manager (CRM), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or other equivalent certification(s).

PREFERRED EDUCATION QUALIFICATION Master's preferred. ADDITIONAL REQUIREMENTS Requires occasional travel to remote locations. MINIMUM PHYSICAL REQUIREMENTS The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the ability to sit for long periods of time.

May be required to lift approximately 50 pounds. May be exposed to hazardous working environments with heavy machinery and extreme weather conditions.
